Was getting 17-19 Shadowed Dreamleaf per Superbloom - 2-5 per bag and 8ish from the end boss. During my third event I received a Tattered Dreamleaf that I was able to use on a party member. Party member gets a quest and then needs to fully finish a Superbloom to complete - they get 20% progress from each bag (green, blue, purple) and then 40% from the last boss. After completing that quest they can use an item on you that gives you a 50% Shadowed Dreamleaf gained buff. Buff is called "Restored Dreamleaf" and has no timer. From what I can tell the buff is retroactive to bags that are already in your inventory, so I'd open the bags until you get a Tattered Dreamleaf, use that on a friend, and then hoard bags until they are able to complete the quest.
It looks like you cannot get multiple stacks of the 50% buff - if you use another Tattered Dreamleaf on someone you lose the buff, and your new friend needs to complete the quest again.
Edit edit: the 50% gained buff leaves your buff bar after you use another one but they might stack after all, even though the UI doesn't show it. I had been getting 2-5 per bag during a superbloom, but now that i've had someone do the quest 3 times I'm getting 15-18 per bag.

Suffice to say, this is one of the most boring quests in-game.
I play since Vanilla. If they wanted me to spend 8x20min=2h40min farming it would be less boring. Camping rares is nothing compared to this. And the buffing system is weird, I just can't give the leaf to fellow players that want the axe too, just randoms.
Gave to one guy, super friendly! even gave me 10k to help w the costs. He went out of his way to give me the buff, no buff gained. I even saw an animation of something coming to me when he used the item. nada.
Got the quest myself, used the item on me. got at least a 50% buff.
what worked for me, do the superbloom in raid to finish very fast. be sure to be out of combat when endboss spawn, you can also tag him for the other quest. then realmswap to kill endboss again and get more (or join slower groups)

Description
When Fyr'alath's power is at its limit, you will need a grip that can cool itself. It is like standing your ground when a beast charges you: as the battle heats up, you need a way to stay focused. Various leathers throughout the Dragon Isles have that cooling property, but I know of something better. Foliage that is routinely exposed to shadowflame would be the best choice for binding the components together. Let us gather what you need.
