An interesting social commentary? Many low ranking Nazi scientists and intelligence officers went to work for the allies after the defeat of the third reich. Some have charged their practices were less than orthodox...

Edit: Since I've been downrated, here's one source: http://www.nytimes.com/2006/06/07/world/americas/07nazi.html

Double edit: Wiki has a more extensive list here.

Given that the word 'terrorist' was not applied at the time to Nazis, I find it unlikely that such is the reference. It's a commentary on propaganda in general. Obviously the forsaken have just gassed southshore and is sending you to find out how lethal their gas was. There were some pretty high ranking Nazis we hired as well. I think, on this quest, trying to draw too many parallels to real life is sketchy. I think its just another example of a situation where the word "terrorist" is starting to lose its intended sway over people of extremely weak minds.

Shortly before you arrived an orc flew in upon a frost wyrm and demanded that I direct him to where the 'newbies were hanging out.' Uncertain as to the vernacular, I told him to fulfill his duty as a member of the Horde and deal with the worgen threat of the area.
