Given that the word 'terrorist' was not applied at the time to Nazis, I find it unlikely that such is the reference. It's a commentary on propaganda in general. Obviously the forsaken have just gassed southshore and is sending you to find out how lethal their gas was. There were some pretty high ranking Nazis we hired as well. I think, on this quest, trying to draw too many parallels to real life is sketchy. I think its just another example of a situation where the word "terrorist" is starting to lose its intended sway over people of extremely weak minds.

Description
Our dark rangers search the fields for worgen terrorists. These worgen have been sent out by their dark masters to hunt and kill us. And though a dark ranger is a formidable combatant, the worgen often attack in packs, which can overwhelm even a dark ranger. Search the fields around the ruins of Southshore for Bloodfang forsaken hunters. Kill any that you see! For the Forsaken and for Lordaeron!
