TheWoWDBIf Bowmistress Li keeps phasing out on you when you approach, go to The Seat of Knowledge, see the Keeper of Time, Zidormi at the entrance and go to the time of The Black Empire Assault. Then head back to Serpent's Spine and she will be there.

All able-bodied citizens of the Alliance are to report to Bowmistress Li on the Serpent's Spine in the Vale of Eternal Blossoms. The Shado-Pan are attempting to stop the mantid army from invading the entirety of Pandaria. You can reach Bowmistress Li by securing a kite and flying to the Serpent's Spine. Glory to the Alliance!
