Searched around the red zone on the Mini Map
Found the highlighted area with the "Huge Cursed Queenfish pool" in front of a neutral guy on a rock just off the shore.
Confronted and killed him.
Then was able to fish the pool for the 10 required fish and complete the quest.

Assuming this spawns @ Azsuna, this starts off @ the El'dranil Shallows 36.46, 56.64. Either head to Azurewing Repose or Illidari Stand, then take your strider mount over via the lake.
