Damaging a mob that is the singular target of a grand hunt objective (e.g. [npc=195417], [npc=193311], [npc=193341]) will give you the [spell=376283] buff for 30 sec, and the [spell=385742] debuff for 90 sec. While the debuff is active, Apex Hunter cannot proc again. As far as I can tell, the mob has to be the sole target of the objective - even if the objective is listed as 0/1 <something>, if you have to kill multiple mobs to get credit for it, Apex Hunter will not proc.
