Reading the quest helps. To shear them, you need to click on / use the Aylaag Skinning Shear in your bag. It's there automatically when you pick up the quest. There's not one lying around to get.
Good thing as a skinner about this quest is, after getting the wool for the quest, you can get some skins. Just remember to shear before skinning.
Use item without combat, u dont need to kill them.

Description
While most of our wool comes from our own argali flocks, we do sometimes need to pull from the land when the flock grows thin. The nearby plains are home to wild argali - they tend to be more temperamental than our clan's flock. If you could take this blade and attempt to shear their wool, it would be a great service to Aylaag.
