TheWoWDBAppears to be bugged atm, at least I don't see any marksmen on any realm I could hop into, they didn't spawn in 10+ min I've spent there at all.

Don't do what I did and be on the "Strike on Boralus" portion of the Horde war campain (specifically, the When a Plan Comes Together quest). The area didn't look phased, except it was...the mortars were there, the gyrocopters were flying around, but there were no marksmen (or any other 7th Legion guys, for that matter) on any of the islands. Once I finished the quest chain and went back to Zuldazar to turn it in, I then came back and had no issues finding quest mobs to kill.
Spawn rate on the marksmen in Tiragarde Sound is anaemic.
