The dailies at this hub are bugged. When In Battle's Shadow, The Overwhelming Swarm, and The Big Guns are offered, the objects and NPCs for Fallen Sentinels and Paying Tribute are spawned and vice versa. Just keep the quests in your log and go back another day to complete them so you can still get the rep gains. It's a crappy solution, but Blizzard does not appear to be too keen on fixing this any time soon. I hope this helps those of you who came here out of frustration like I have.
This daily quest is available to me (blood elf dk) but not my friend (blood elf warrior), although we have the same reputation progress with all factions and townlong quest progress (achievement earned).
I like to think it's because my character is secretly a member of the mason order.

Niuzao's appearance on the battlefield is a blessing... in more ways than one. With the distraction that he's caused, our stonemasons have seized the opportunity to build up our crumbling walls. They could use your help. Toss any loose bricks you find up their way. And hurry! Niuzao will not rampage forever.
