Collect three [object=404319]. When I did this they were really easy to find, so I did this without [item=207730] or any other Buff activated. But you can of course use it if you have trouble finding them.

Fragments are found in the Shifting Sands location and not Valdrakkan also good to note that these are on a shared spawn so you may have to wait a bit for one to show up.
For any confused individuals like myself who came here to check why their quest doesn't appear on the NPC, just go straight to Thaldraszus - even without picking up the quest you're still able to find and put together the artifact pieces and do the following quest, as well as complete the Shifting Sands part for Whodunnit?
