If you don't see any new quest at the Inn it's probably because you did not finished the previous quest. Go back to the goblin that gave us the toy because she had another quest.

You will need to make sure you reset the thinking cap each time for the coords, first one is behind the bed in the Roasted Ram Inn upstairs. The second one is take the first bridge in Valdrakken to the left then take the next left its the first building talk to Appraiser Sazsel Stickyfingers. He will make you take a banner back to the inn, to place in the chest behind the bed. You then travel to the little room off the barber shop and talk to Fangli to turn in and you are done :) Happy Hunting!
I checked both Bobby and Fangil and neither has any quests for me, with or without the Thinking Cap. Not sure what to do.
