Quests which reward this [item=123975] are following pattern daily for each wing of WoD raids, starts with Walled City: Brackenspore 3 days of Highmaul quests then 4 days of BRF quests and 5 days of HFC quests (but HFC quests reward is [currency=823] and NOT [item=123975]) which ends with The Black Gate and start again from HM Brackenspore quest, that means 12 (12 quests) days until cycle repeats itself.
One of my characters was offered this quest by Saurfang yesterday, and upon accepting it, got the error message "You do not meet the requirements for this quest."
Talking to Saurfang again, the quest then changed in front of my eyes to Walled City: Brackenspore, which I was able to accept.
I have no idea what requirement I didn't meet for this quest - the character was ilvl 639 and so was perfectly able to queue for BRF LFR.

Description
Our forces are making progress on land, but victory at sea still eludes us. We must take out the Iron Horde leadership while they are in harbor. Gar'an, Admiral of the Iron Horde fleet and first of the so-called Iron Maidens, is tactically brilliant. She, along with her lieutenants, Marak, and Sorka, have crushed all who have been sent to oppose them. Travel to Blackrock Foundry and defeat Admiral Gar'an.

This foundry was the ancestral home of the Blackrock orcs, wherein master smiths smelted and worked the impossibly hard ore that is the clan's namesake.
