TheWoWDBThere is no Pre-Req, however if you have accepted Chief Apothecary Hildagard (Shattrath) you will be unable to receive this quest in Garadar, likewise, if you have this quest, you will be unable to recieve Chief Apothecary Hidagard.
The reasoning for this is simple, the quest is not a true "chain" its merely a quest to send you on to the next zone, in this case, Shadowmoon Valley.

As suggested above, this is only a zone transition quest and can be skipped. I was personally looking for the Bloodguard shield and found that I could skip to quest number 2 directly.
If you have the quest from Agadai in Blade's Edge, or have completed it, you can't do this quest. It's either or.

Description
My original orders were to remain in Garadar for a short time, then continue on and report to Blood Guard Gulmok at Shadowmoon Village. What I've seen in my time here is that Garadar could benefit from a long term Horde liaison. I know that Blood Guard Gulmok needs all the troops he can get, but I know he'll understand that my mission here isn't yet complete. Travel to Shadowmoon Village, in northwestern Shadowmoon Valley, and inform Blood Guard Gulmok of my delayed arrival.
