I did not complete Breaching The Tomb but I did complete Champions of Legionfall and the quest appeared on Broken Shore, much to my suprise. Not sure if this a Blizz change or what but I am happy to save the time.
If your Broken Shore is empty and you don't see the questgiver, make sure you've completed "Assault on Broken Shore" from Khadgar and the quests should show up. You might need to talk to Maiev and complete Champions of Legionfall at your order hall, and your specific final class quest chain to get the final champion, before your class-specific questgiver will show up at the Broken Shore for your class mount quest.

Mardum has its fair share of secrets, one of which we found not too long after we took control of the Fel Hammer. It's a breeding ground of sorts, festering with fel bats. We've been capturing the pups and trying to train them up for our efforts against the Legion.
