As to not be as confused as I was: after you finish Breaching the Tomb, there's an Illidari on a felbat waiting for you. You have to accept his quest, Livin' on the Ledge, before you can talk to the Mother.

To unlock this quest, you need to:
1. Complete Breaching The Tomb. Last quest to turn in is Strike Them Down to finish the chain.
2. While you're still at Deliverance Point, speak to Illidari Enforcer to accept Livin' on the Ledge (he's accross from Maiev)
3. Go turn that in at your Class Order Hall by speaking to Matron Mother Malevolence.
4. Matron will then give you To Fel and Back.
5. Complete this quest and enjoy your new mount and Demon Hunter Pepe!
So, yeah, be careful at the end of this little scenario. I took my time "subduing" the fel bat absentmindedly. Well, when it comes time for you to ride him, if you fail to click him in time, he flies off the edge of the map and doesn't come back. I had to abandon the quest and do it from the beginning. Just a little fyi

Description
Mardum has its fair share of secrets, one of which we found not too long after we took control of the Fel Hammer. It's a breeding ground of sorts, festering with fel bats. We've been capturing the pups and trying to train them up for our efforts against the Legion. But the other day, we caught an even greater prize, something worthy of your position, Slayer. Speak with Kyra and she'll provide you a ride to the ledge.
