Not anymore, as far as I discovered. Looked for the http://www.wowhead.com/?quest=6365 quest as a tauren and I couldn't get it. Grimtak doesn't have any quests for me. I just assume they made them race specific and only the races that start in that area can take it.
The tooltip for this quest needs to be updated to remove Tauren from being able to complete this quest. Just tried on my Tauren druid because Wholly was showing this quest not done for my character and I was unable to pick it up.

Description
I have some choice cuts of meat that I want to send to a friend. Her name is Gryshka, the innkeeper in Orgrimmar. Will you deliver the meat for me? The fastest way to Orgrimmar is on a wind rider. Take the meats to the Razor Hill wind rider master, Burok, and speak with him about transport to Orgrimmar.
