When I did this quest, there was no exclamation mark above the orc. Speak to one of the injured orcs on the beach and he/she will give you this quest.

What to do
Description
You've got to help us. The elementals... they're stronger than they look, and they come in waves. They took us completely by surprise, and we were overcome. Many of my fellow grunts lay dying on the beach. If you could save them... I would be grateful, as would Gar'Thok back in Razor Hill.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest
Taken from the storyline's own step order.
- Gaur Icehorn
I wouldn't normally keep a taunka as a captive, due to their close relationship with the Horde... but this one is a traitor, and a criminal to boot. Exiled by his own tribe, he canoed down to Azshara and was found stealing supplies from Valormok.
