It appears that this quest is not given retroactively to players who had already progressed beyond level 50 when the Shattering occured.

The turn-in is actually no longer in Grommash Hold(Valley of Strength), he's in the old PvP building, The Barracks(Valley of Honor). He will give you a quest to talk to another guy in Grommash Hold upon turn-in, though.
This quest line is still completable and the Blood Knight Tabard is still obtainable as of patch 9.0.5 in Shadowlands.
No... but the quest might be in org anyway... I have had a paladin in 80 since before WotL and I can pick Weapons of Darkness up i Org.
