TheWoWDBAfter changing timelines back and forth, logging in and out numerous times, re-starting the game entirely, I went back to Chromie, changed the timeline to Pandaria again, and decided to ground mount ride into the keep from the front entrance instead of taking the flying shortcut to the courtyard and Rell FINALLY spawned. Ridiculous.

This quest popped up in my log & I accepted it
Went to Stormwind Keep but no one is in the main throne room like the quest says there should be
Went to the Pandaria portal in the SW portal room, and its not workingBlizzard really #$%^ed up and did a horrible job with the timeline changes - like how some areas not until you get there do you find you need flying to access certain areas (WoTLK K3 in The Storm Peaks quests to go up to the first Valkyr area) and now things like this that are broken for no apparent reason. Super fun.
If you have already done this quest, but ask Chromie to send you to Pandaria, then this quest breaks. But the level change is in effect, so you can just port there and continue on your way.

Description
Please come to Stormwind Keep immediately for a briefing with King Varian Wrynn. We have received word of a conflict in the seas to the south, and we need the help of an experienced {class} to assist in the investigation.
