If you are trying to complete this 8.3 and beyond on a character that, for whatever reason, has not started black empire campaign, get to the part where you give magni his hammer and maiev will appear once magni wants you to return to the chamber of heart.
I did it on my main, would be great to not get it on every alt and have that damn owl follow me everywhere since I already unlocked the nelf customization once ...
