Spoke to Anduin who had a link to port me to Darkshore and I took it. Apparently that had nothing to do with this questline. Matthias is no longer in the keep. Any clues how to restart this stupid thing?

This is the follow up to the initial quest for the story line for the BfA prepatch, it will be released in weekly segments.
When you have completed this story on one character you can bypass this chain and skip directly to the World Quests on other characters by turning in the initial quest, A Short-Lived Peace, accepting this quest, and then talking to Anduin again. An option will be presented to skip the story. Do not complete this quest. If you complete this quest you will be unable to skip these quests and must complete the story line before being able to do the World Quests.
IF you have done it on 1 toon on your Acct. and have other toons who want to skip right to the WQs, you can click the "I have seen this before..." Option from King Anduin.
It will then port you to Lor'danel where you should see the WQs assuming you are reading this before they go away. Some of the gear they drop are decent and can titanforge so g/l!

Description
Given the potential of Azerite to change the face of warfare, it comes as no surprise that the Warchief seeks to lay claim to it. Reports indicate that she is mobilizing an army to march on Silithus--the site of the great wound. Heroes of the Horde and the Alliance fought side-by-side during the Argus campaign. To think that Sylvanas is ready to cast that unity aside... Speak with Mathias Shaw. I want you to oversee our presence in Silithus.
