If you are on the "Walk With Magni" part of Return of the Warrior King" and cannot pick up Fearbreaker with Magni standing there with a white question mark and Anduin Wrynn still sitting on his throne, abandon the quest and go pick it again from Anduin Wrynn. He will get up and walk over to Fearbreaker. Then you will be able to pick it up.

Description
