To reach the Gamma pylon with the Gamma wire, climb on the pipe next to the Beta pylon.
After you connect the last wire to the Delta pylon you can use the electrified cable next to it to climb on the platform and turn in the quest.

If you can't find where to connect alpha pylon to...it's on a wall nearby facing away from the town. Then the next one to connect to is across the road and they go on from there.
