He's in the cave where you finished the quest line with him - there is some phasing, i saw aggressive mobs when I first got there, but they vanished.
Reward for me was 700 artifact power and 11 gold, 70 silver

Description
<The murloc eye appears to have no magical properties of its own, but is still quite damp to the touch. You have seen naga sorcerers use similar objects in their casting rituals, but rarely do they dismember their murloc slaves for this purpose. This is unsettling, even for the naga.>
