Again, the ribbon is interactable hovering just in front of Venari (you may need to zoom in).
This is the end of Chapter 2 - make sure you have your reputation buffs active!

does anyone have the dialogue for "Stay awhile and listen to Locus-Walker," I completed the quest and forgot to click the chat bubble, I'm a story person and I would like to know what was said here. If anyone can help.

Description

The threat of the Shadowguard to Eco-Dome: Primus is over. My Reshii Ribbon is no longer needed to protect this asset. Take it. Use it wisely. Protect the greatest investment of all--our existence. Stay focused! The Harbinger has already driven off one member of your team. Once you get enough Reshii Ribbons, you still need to fight Dimensius. Find allies who will stand with us, in addition to artifacts.
