TheWoWDBI was getting incredibly frustrating when the Activation Rod wasn't showing up at D-28.
Turns out you have to visit Biome Z-22, V-37, and D-28 in that order (or at least D-28 last). I hope that helps!

I have clicked on the correct console as highlighted and nothing happens after interacting with the console. Addons are up to date with no errors. I dont appear to be phased. What are you supposed to do here?
Edit to add: I had to drop the quest because I was glitched. When I reset the quest, a little rod finally appeared on the left hand side of the console. Click the rod on the left, then it will give you a very faint rod to click in the center of the console.

You have to hover over the ROD on the Console, click it again
Finally, interact with the console for completion (kind of frustrating :/)

This is where you come in, {name}. It's an easy, but critical job. Find the disabled consoles and make sure they restart.
