The best way to reach 100% is to look for activities (as the quest states). Don't bother with grinding mobs, as this will take forever.
Instead, look for phased world quests in K'aresh! They can easily be identified by the prefix "Phase Diving:" in front of the actual quest name.
Those WQs award like 20ish percent (including a few mob kills during the quests) while taking less than 5 minutes each.If you run out of phased quests, then either kill a few phased mobs to finish off, or wait for quest reset on Saturday evening. Hey, it's a weekly thing after all! ;)
Oh, while I'm at it and just in case you didn't know: You can leave the phasing at any time by clicking off the repective buff in your buff bar.

I did every phase diving activity which only gave me %93 so I went back in and farmed some untethered observers and every 2 gave me %1.

What to do
Description
Untethered Space represents an ongoing danger to our people on K'aresh. It is infested with banished souls, broken technology, and monsters of all kinds. Aid the K'aresh Trust and defeat our foes in Untethered Space. You may use the Phase Conduits to navigate between the remnants of K'aresh while phase diving.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the quest's prerequisites.
- The Untethered Horror
Void predators that have recently invaded Untethered Space are a mere annoyance compared to the ancient creatures that traveled here long ago. These primal predators feed on the energies of the remnants of old K'aresh, as well as the unfortunate K'areshi who have fallen into this state of being.
Other storylines on the K'aresh map
- Void Alliance
- Desert Power
- The Bees Knees
- A Shadowy Invitation
- Rays of Sunshine
- Sneks for K'aresh
