If you are a quest completionist (like me), you can do this quest even if you have completed the newer version of Nat Pagle, Angler Extreme. You just need to destroy the [item=45858] you got for the previous quest. Although [npc=12919] will not have an exclamation mark at that point, you will be able to speak to him and then immidiately complete this quest.
Edit: It no longer has to be destroyed as you can sell it for one copper now.

New reward for existing Artisan fishing quest: +25 bonus Nat's Lucky Fishing Pole.
If you have already completed the Artisan quest, go back to Nat to take this quest and gain the pole (screenshot).
Players who had already completed the quest of the same name (to become Artisan Fishermen in the past) can get this new fishing-rod-reward by visiting Nat Pagle and doing this version of the quest, so they are not asked to fish the four fish a second time. This is the intent of this quest in contrast to the other.Exactly, you can't get *this* quest on this page - the one without level requirement - as a first, as the requirement is that you did the old original version of it before (it was then a required quest for getting Artisan rank), and the "quest" here is simply that he gives you the pole.
