TheWoWDBFor Alliance players: This quest is offered by the NPC Light's Hope Messenger standing next to Commander Gregor in front of the portcullis that leads from the Trade District out of Stormwind. It's easy to miss if there is a large group of players on top of Gregor, who gives you the questline that leads you to Icecrown.

Note that this is a World Quest, just like other World Bosses. You do not need to pick up any quest in Orgrimmar or Stormwind. You can just go to the Eastern Plaguelands to the quest marker on the map.
Edit: I did not say there is no lead-in quest. I just meant, you do not need the lead-in quest if you are just interested in the loot, i.e. weapon drop. Thanks @Elennoko.
