The NPC dialog in this quest, especially when questioning Thalyssra, is very strange. Thalyssra says, "Baine sent assistants to Suramar to aid with our arcwine production, but managing them has proven... difficult."
Haven't the Nightborne given up arcwine? It was my understanding that arcwine production ceased when the Nightborne let the Nightwell die after the events in Legion so they could end their addiction to it. By now the Nightborne should be sustaining themselves with the fruit of the Arcan'dor rather than arcwine from the Nightwell no longer in existence. Right?
Perhaps Blizzard was just throwing in a little joke in the Vulpera allied race unlock quest chain... Or they need to get their lore straight.

Description
Baine certainly has his hands full. Taking on new allies means taking on new problems. Let us find out what troubles those within the Horde and see what we can do to help. Perhaps when Baine isn't so overwhelmed, he'll be able see our true value.

I know this is a long time later, but they still make arcwine because it's a perfectly fine drink for them, they just skip the part where they infuse it with arcane power.
