You need to complete Rust and Redemption in order to use the lever this quest directs you to, which is only available to a character that has completed the The Ringing Deeps achievement. This is a character achievement rather than a warband achievement, which is why the lever cannot be interacted with for many of your characters. Once completed, this fast travel system will be available to all your characters.
Not sure what is supposed to be there, lever is unclickable for me, even after relogging and theres nothing at those coordinates either
