TheWoWDBDon't have the dragon fly you to Old Hillsbrad directly, instead mount up and head down the road. I found him a short distance in front of his wolf, however, the wolf will assist as soon as you attack him.

Just finished the dungeon on Heroic after which I started looking for young Don Carlos and couldn't find him anywhere.
Switched to Normal and re-entered and found him on the road walking his lion.
So either hes only there on Normal or you shouldn't do the whole instance first.
Anyways, as for his whereabouts, walk out of the cave south to the road and make a left, Don Carlos will be patrolling from the first fork in the road to the bridge over the river.
I can also confirm it doesn't count as a quest for the Loremaster achievement
