You only need to kill Gloryndel and loot the satchel.
I was finding where do I turn in the satchel :/
Gloryndel is supposed to drop his satchel...
Does it work? Is it not working? What's wrong?

Yes: this happens, or even tends to be bugged out, but not always, maybe on the regular, though *sigh*
...now that I have more than one herbalist, after 15 years >.< (and wanted to benefit off' that)
One of my characters -exclusively- had that "being in the "proper sector" for the WQ to be on" -

"trigger" whilst inside that shield.
So try pulling him into that urban area under the shield, not being in the ruins surrounded by wilderness.

_____________________________________________NOT NECCESSARILY THOUGH
Another character didn't have it work at all.
Circling the mob, /reset, relogging .. nothing.______________________________________________
circled some more, approached from the West
*ding* the WQ triggered, could flying too fast through the sector be an issue?
well I did approach slowly and really circle a few times

__________________________________________Therefore: if questions occur why there is no satchel dropping:
Right now, in BfA, it might as well happen that you just kite some relevant thingies too far, or pull them out of the sector that still "counts" as the area in which the WQ is happening - if you leave that area, your kills will be in vain.
Same for this one I guess, but this glorious sector thing (at times) is even more arbitraty and kind of does not follow any rules or regularities. (except for the one I metioned, but it's not always the case.)

It -does- work at times however.

uhm, good luck to you! - turn off your addons like the GM would tell you to. (and that's all the help you'll get :P /tease - ofc they can't help you with errors they couldn't help you about, could they - gimme my 15 Starlight Roses and we're settled, quit!)

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Objective areaIn-game waypoint: /way #680 38.9 62.1
/way #680 38.9 62.1Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Suramar, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Suramar:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
Creature, object and item facts from the current retail client; “also asked for by” lists other quests whose objectives name the same target. Prices are the US commodity auction house’s lowest listed price.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
