The quest giver disappeared for me after completing this quest. A quick relog fixed it.
All four [npc=100742] can be found near the quest giver, they look like fel green crystals floating above fel runes painted on the ground. Each one guarded by Felborne Sorcerer. Interact with crystal to destroy it.

Destroying the crystals will stop them temporarily, but it will be meaningless if we do not deal with the person controlling the portal itself. I heard their overseer, Ingra, shouting orders for more power so that she could bring the stronger Legion lieutenants through the gate.
