Confirmed: Only ONE of the three NPCs required for the achievement are available at a time.
Much like getting the three pet parts for the Rebuilt Gorilla Bot/Rebuilt Mechanical Spider you will have to do this a minimum of three times. And unlike that quest, this quest isn't available every Tiragarde Sound Assault.
Edit: cuz Im ragin! THREE TIMES NOW that stupid bard showed up! This quest doesnt even spawn with every TS assault. Come on Blizz if you want us to complete your achs make them Achievable!
