You're looking for Thomas Zelling. First, go to (70, 85.5) when looking at the map of Boralus (not Tirsgarde Sound). You will see a small cellar; go down there and you might see a portal called "Portal to Plunder Harbor". Don't go in there. It might take a few seconds for Thomas Zelling to show on your screen to turn in the quests. This is where I messed up.

Description
The tidesages here have given in to dark magics. They have submitted themselves to powers they do not understand, and my people have suffered for it. I knew them once, my brothers and sisters in the tides. But now they are lost. I guess I am too. Redeem the name of the tidesages! Kill these betrayers!
