You can do both this quest and Warchief's Command: Southern Barrens!. To do that you need to:
1. Get the Warcief's Command quest and hand that in FIRST (it won't work the other way around).
2. After you hand it in, don't accept any further quest from Nura Pathfinder.
3. Now you can go to Witch Doctor Jin'Zil and get this quest.
It will also not be obtainable if you have the quest Warchief's Command: Southern Barrens!.

Description
Southern Barrens is under attack by the Alliance. The tauren have sent out a call for help that we simply cannot ignore. All able bodied soldiers of the Horde should assist. If you wish to help, take the path to the High Road, located in the village. Seek out Nura Pathfinder.
