TheWoWDBAt the moment, this quest seems to be bugged. Sapper Specialists are not lootable, making it impossible to obtain the Keg of Blast-O Powder.
EDIT: Seems to now have been fixed. (Tested on March 13)

They (the goblins) are found running towards Fort Triumph where they suicide bomb the guards or walls. 47, 67 is a good location.
For those of you (like me) who read quest text only as a last resort - you must kill a Sapper Specialist in order to loot the [item=52290] you need. They're floating around the crevasse between Fort Triumph and Desolation Hold.

Description
Our shipments of saltpeter from Dustwallow have been held up, which means we can't manufacture our own gunpowder here. But I can retrofit our armaments to use goblin Blast-O powder. It's unstable, dangerous, toxic to the skin, and harmful if swallowed... but I think I can make it work! Get me a keg of the stuff by attacking one of those goblin sapper specialists who've been storming our walls.
