The waypoint is way off. He actually patrols around the road to the south of honor's stand, flanked by two assistants.

I found him off to the east of the road, in the shrubbery by the great divide.

Beyond being inaccurate, the waypoint is kind of a jerk move, since it points into honor's stand, where there are several level 40 pvp enabled guards hanging out. Expect to be flagged during this quest.
And possibly killed.

Description

These maps have all been drawn by the same steady hand. I've seen a human surveyor heading up and down the road between the hold and the jungle to the east. We can set their plans back by making an example out of this surveyor, {name}. <Kilrok points to the signature at the bottom of the maps.> What do you think that says? "Zykes?" Even human names sound thin and weak. Kill him.
