Okay this is the stupidest solution. I play a vanilla install - no mods.
If your interaction screen goes beyond the bottom of your play screen, switch to windowed mode.
While the WOW window is in the smaller window mode, interact with the flower to cause the interaction screen "How will you contribute to this rare seedling?" to pop up and extend past the window with no option to click the buttons. Then resize the window using the double square in the right corner to make it the full size of the screen. This resizes the interaction window to force the button on screen. You have to do this for EVERY CLICK, swapping between small and large window size. So 15 times between 3 flowers (5 each).
Hope this helps someone who was as frustrated as I was.

Since this is still problematic with the window extending off screen, I wrote the code to submit the choice:

If you could collect some dewdrops and apply them to the plants, we can unlock their full potential.
