I found easiest was to go to Myonix 40.8, 32.8 and up the path behind her takes you straight to it
If you have unlocked the portal in Tel'anor, just take that and then keep left over the bridge and over the waterfall. Portal is pretty much below the gigantic vein.
found at location 42.6, 32. Was easiest to get to from the bridge between moonguard stronghold leading east to Tel'anor and then slightly southwest, Its huge and unmistakable from the ghost area up above most of the waterfalls.
