To be almost certain you'll get this initial Our Destiny for a Dracthyr/Evoker-specific questline & pet ([item=205162]) to pop up on 10.1.5's release and later on:
Have your Dracthyr leveled up to 70, specialize into Augmentation and zone inside of Valdrakken (i.E. by running down the stairs from "Seat of the Aspects" until the zone is showing "Valdrakken", it should only take a second for the quest to pop up after that.
While it doesn't matter what your spec is when you've got that initial quest, for the final quest Augmenting a Dragon, it's mandatory to be specialized as [spell=396186], a little encounter requires the usage of [spell=395152] and [spell=360827]. (when I did that, the quest didn't mention that).

Thankyou - quest didn't pop until I spec'd Auvoker and did a zone swap, so confirming it does seem to need Augmentation to be offered.
Doing for the pet, never did any Dragonflight on my Evoker and did not go to Waking Shores starting area. Forbidden Reach is blank as I have never visted there. Change spec to Aug in Stromwind, went to Valdrakken, walked to the flight master and got quest. Easy peasy.
Have your action bar ready with (1) Blistering Scales, (2) Ebon Might, (3) Breath of Eos for the 3 part mini quest.

Description
Evoker! You might have felt a disturbance just recently. Ebyssian and I have begun to unbind the ancient siphons that were extracting the black dragonflight essence from dracthyr. I suspect that only the fully trained evokers like yourself are tuned enough to feel the change. There is more, though. Please, come join Ebyssian and myself at the High Creche in the Forbidden Reach. We have a dragon to unchain.
