3/23/23 - The entrance to the seemingly elusive 3rd scout is under the other quest locations, at 55.38 to assist the Emberthal Scout, Talon Hermin with books. (Repeated killing of the Skittering Ruinstalker did not work today and could only be killed once for credit.)

I took a break with the quest half complete and completed it on the following day. Even with the quest completed on the log, Talon Damos wouldn't show the turn-in dialog. Relogging didn't work. After abandoning and re-doing it, Talon showed up on the creche entrance and I was able to turn it in. Just sharing in case someone else has this issue.

Description

Glad you could make it, soldier. <Damos gives you a sardonic salute.> This is surreal. We're back in a place we knew long ago. Now it's in ruins. And it's crawling with all kinds of new wildlife. I guess it's true what they say. You can never go home again. Enough talking. Time to work. Emberthal wants this place locked down.
