So I chose High Mountain as my starting zone, then accepted this quest and to my dismay, realised it is WAY out of my way.
A way around this is head to the flying platform in Dalaran, where you get on the flying mounts, you'll see a crack in the fence facade where you can walk off on to a lower platform. Just make your way around the platform, heading to the general direction of Azsuna, from where you can jump and use your glider to safely head to the quest NPC.
If you can't find this quest but you never finished it either like me (probably accepted the quest and later on removed it), go to Azsuna and find [npc=102195] at 65, 24. He will have the quests It'll Cost You and The Latest Fashion: Headguns! which are the next quests in the quest chain

Description
Yikes! OK. This thing is missing a LOT of parts. Why don't you go hunt down some new gears or whatever while I do what I can to its existing frame? A colleague of ours, down in Azsuna, may be able to help out here. His name's Flintlocke. Fetching parts should keep him out of trouble. Just don't let him BUILD anything.
