TheWoWDBIs there a minimum Engineering requirement for this quest to appear? I just picked up the profession on a fresh new toon, I have completed "Modular Modifications" but this one is not poping up for me....

Description
{name}, I need you to make a delivery for me. Flintlocke's sent word from Val'sharah stating that they're out of bullets. I sent him down there with enough ammo to cut the planet in half, but Flintlocke goes through ammunition the way you or I go through... air. Go help him out!
