TheWoWDBGo into the Dalaran's Underbelly and collect 3 [item=130077] by killing rats - they'll drop [item=130078], combine three of these to make one [item=130077].
When you enter Underbelly you get [spell=192229] or [spell=192221] debuff. [spell=192229] means the guards are on their posts and no PvP is allowed.[spell=192221] means there is no guards and Underbelly becomes free for all PvP zone.
Guard Captain [npc=97359] is the one controlling the guards. You can hire personal guard if guards are not on their posts for 5 gold and you'll not be flagged for PvP.
So buy a personal guard to avoid ganking.

Description
I tell you, {name}, I have the worst luck sometimes. A package recently arrived from Hrul containing leatherworking patterns, and while my back was turned, some filthy rats came in and ran off with them down into the sewers! Probably building nests with them as we speak. Please, {name}, can you go down there and see if you can retrieve any of them?
