Resources in Ashran is an Alliance-only quest for level 15-40 in Stormshield. It rewards 1,350 experience and money.
Bodrick has mentioned to me that you have acquired some interesting construction notes in your forays out there. A construction guide or assembly notes perhaps?
You should speak with Kinkade Jacobs in Stormshield. She is willing to exchange finished blueprints for such things.

You can exchange [item=116394] for a Garrison small plot lvl 2 blueprint. Or a medium plot blueprint.
The quest brings you to [npc=85849], next to the Gryphon master in Ashran, and she's the one who sells those blueprints. For Garrison large plot lvl 2 blueprint, you need a different book: [item=116395]
In order to get this breadcrumb quest you need to get a [item=116394] through questing in Spires of Arak and to NOT buy rank 2 blueprints from your garrison vendor.
I think the only prerequisite for this is to have a level 2 town hall, not sure, but it's not just level 15
