It's on top of The Haglands mountain. There are two ways to get up. First path up the mountain starts at 52.4, 35, second at 44.4, 32.1. Go up until you reach a hut with [npc=97203] rare nearby. The rack is behind the hut at 41.0, 43.2. [npc=97203] is also a part of Adventurer of Highmountain achievement - [quest=39782] so don't forget to kill him./way Highmountain 52.4, 35.0 Garuu Path up 1

It'ss on the top of the hill in Snowblind Mesa. If you go there from Thunder Totem when you enter Snowblind Mesa go up the mountain in left direction, pass big worms you'll see a path up the mountain go there and on top you'll see a rack. There is also a [npc=97102] rare, which is a part of Adventurer of Highmountain achievement. Path starts from 53.1, 55.7. Rack is at 52.0, 51.1./way Highmountain 53.1, 55.7 Halewa Path up

Is on top of Highmountain highest peak at 58.0, 95.6. Nearest flight point is Ironhorn Enclave. You can get up there if you start from Thunder Totem's second floor, enter Snowblind Mesa (49.9, 63.6) and when you reach the bridge turn right, go in the direction of Neltharion's Lair Entrance, to the right of the entrance you'll see a path up the mountain (48.2, 68.0). Take it and from there it's pretty much straight forward - climb up the mountain , cross two big bridges and go where the quest tells you./way Highmountain 48.2, 68.0 Lohfal Path up

This is a lot of running to get slightly better at making pants.
Tanning rack locations:
Wisdom of Torgrul is in the back of Lifespring Cavern.
Wisdom of Garuu is not in Mucksnout Den. It is on top of the mountain (as is also a fevered explorer). There is a path that starts up in Bloodhunt Highland. Head NE from The Witchwood FP. You can also get to it via a west-bound path from the High Crawliac (The Witchqueen) in The Haglands.
Wisdom of Halewa, as mentioned earlier, is up a path from where the worms are, on Reflection Peak. There is a treasure chest on top that on opening spawns a really big worm named Ram'Pag that you have to fight for the treasure.
Wisdom of Lohfal, on top of HIghmountain. Follow path leading up from Summitcrest Basecamp/Snowblind Mesa, above Neltharian's Lair instance. Nice long path, some suspension bridges, and some NPCs. Great view of the area from up top.

Scattered around Highmountain at sacred locations are racks with stamped leather, much like the ones here, with stories to tell. Go to these locations, pay your respect, and learn their lessons.
