Same issue here, I created a ticket and a GM fixed my issue by completing chapter 1 for me. GM said the following: I see you ran into trouble seeing Prince Renathal in Sinfall. I can imagine that must be frustrating. We are aware of a problem with phasing in Sinfall after swapping covenants arising from not completing chapter 1. I've completed the rest of the quest from Chapter 1 to address this problem for you. Hopefully you won't run into any more problems with that.

Description

Our covenant is more than just pacts and promises. We have immense power, too. And that power we shall bestow upon you in a sacred ritual. Once complete, you will be able to call upon our gifts with ease.
