There are clickables on the walls of the buildings in the area
If you are on the Crackdown quest (even if you abandoned it or haven't picked it up yet), the entire Evermoon Commons area will be phased for you, and you won't be able to complete this quest (along with several other world quests in the area, such as A Spy in Our Midst or Lifelines).
Being directionally challenged I wandered around for a long time to find the spots for these notices. So I thought I'd share the coordinates for the ones I found:
