Don't overlook the quest text - once you're ready, talk to Keristrasza and tell her you're ready to face Saragosa. She will then port you up to Saragosa's platform.

Don't be afraid when you see Saragosa land as a giant level 73 elite dragon - she quickly shrinks and is an easy kill.

After porting to the platform and defeating Saragosa use the torch again and turn in the quest. After turning in the quest talk to Keristrasza one more time and there will be an option for her to port you back to the Coldarra camp.

Using the mana crystals you provided, I have created this Power Focus. Saragosa is a glutton. She will be unable to resist its lure. Inside it lie magics that will greatly diminish her power. Let us hope she does not see through my ruse.... Prepare yourself, {name}, and speak to me again when you are ready to face Saragosa.

    During my captivity I was able to learn much about Malygos. Fate now allows us to use this knowledge against him. There is a great blue dragon, Saragosa, who circles high above the Nexus. She serves both as the aspect's guardian and as his consort.
